If DHT, a by-product of testosterone and enzyme 5-alpha reductase, is the main reason for the common male baldness why it does not kill hair follicles of beard or hair on legs, hands, chest...?

Is it because:

a) follicles of the hair on the scalp are more sensitive to DHT than other follicles? 

or

b) all hair follicles in a person are equally sensitive to DHT but DHT is accumulated in different amounts in different parts of the skin?


In simple words - is common male baldness due to place (e.g. top of the head) or due to type of hair (scalp hair, beard hair...).
